NCR moves back to ECQ classification effective August 6th
President Rodrigo Roa Duterte approved the recommendation of the Inter-Agency Task Force (IATF) to place the National Capital Region (NCR) under General Community Quarantine (GCQ) subject to heightened restrictions from July 30, 2021, to August 5, 2021. Beginning August 6, 2021, the classification of the NCR shall be escalated to Enhanced Community Quarantine (ECQ) until August 20, 2021. The heightened restrictions for NCR are more stringent compared to the GCQ with heightened restrictions of other areas. In NCR, indoor dine-in services and al fresco dining are prohibited. Only take-out and delivery are allowed. For people working in these establishments, operations are allowed to continue and finish within the day. On the other hand, personal care services, such as beauty salons, beauty parlors, barbershops, and nail spas may operate up to 30% off the venue or seating capacity. Indoor sports courts and venues and indoor tourist attractions and specialized markets of the Department of Tourism (DOT) may not operate. Outdoor tourist attractions, as may be defined by the DOT, shall remain to be allowed at 30% venue capacity. Only Authorized Persons Outside their Residences shall be allowed to travel into and out of the NCR Plus Area, which includes Cavite, Bulacan, Laguna, and Rizal. Only virtual religious gatherings shall be allowed. Gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19 shall be allowed, provided they are limited to immediate family members. Other provisions of the Omnibus Guidelines on the Implementation of the Community Quarantine in the Philippines, as amended, not affected by the above restrictions shall continue to take effect, including those on the operation of public transportation. The use of active transportation shall likewise be promoted. Meanwhile, Gingoog City, Iloilo City, Iloilo Province, and Cagayan de Oro City shall remain under ECQ starting August 1 until August 7, 2021. Cebu City and Cebu Province have been added to areas under Modified Enhanced Community Quarantine (MECQ) starting August 1 until August 15, 2021, subject to further appeals by their local government units. For Luzon, Ilocos Norte, and Bataan; and for the Visayas, Mandaue City and Lapu-Lapu City are under MECQ from August 1 until August 15, 2021. Placed under GCQ with heightened restrictions from August 1 to August 15, 2021, are Ilocos Sur; Cagayan; Bulacan, Cavite, Rizal, Laguna and Lucena City in Region 4-A and Naga City for Luzon; Antique, Aklan, Bacolod City, and Capiz in Region 6 and Negros Oriental for the Visayas; Zamboanga del Sur; Misamis Oriental; Davao City, Davao del Norte, Davao Occidental, and Davao de Oro in Region 11 and Butuan City for Mindanao. On the other hand, Baguio City and Apayao in the Cordillera Administrative Region; Santiago City, Quirino, Isabela and Nueva Vizcaya in Region 2; Batangas and Quezon in Region 4-A and Puerto Princesa for Luzon; Guimaras and Negros Occidental in Region 6; Zamboanga Sibugay, Zamboanga City and Zamboanga del Norte in Region 9; Davao Oriental and Davao del Sur in Region 11; General Santos City, Sultan Kudarat, Sarangani, North Cotabato and South Cotabato in Region 12; Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands in CARAGA and Cotabato City in the Bangsamoro Autonomous Region in Muslim Mindanao are placed under GCQ from August 1 to August 31, 2021. Metro Manila and its four adjacent provinces also known as the National Capital Region (NCR) Plus will remain under the “general community quarantine (GCQ) with heightened restrictions” classification from Aug. 1 to 15 and Iloilo province and three cities outside Luzon will still be under enhanced community quarantine (ECQ) until Aug. 7, presidential spokesperson Harry Roque announced early Thursday morning. According to him, President Rodrigo Duterte approved the quarantine classifications recommended by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) for August. Iloilo province, Iloilo City, Cagayan de Oro City, and Gingoog — all of which have been under ECQ, the strictest classification, since July 16 — will retain their status until Aug. 7. Meanwhile, the following areas will be placed under a looser modified ECQ (MECQ) from Aug. 1 to 15: Ilocos Norte Bataan Lapu-Lapu City Mandaue City Metro Manila, also known as the NCR, will retain its GCQ with heightened restrictions status while Laguna, Cavite, Bulacan, and Rizal will be upgraded to the same status. Even as the nationwide COVID-19 inoculation ramps up, the Philippines is only likely to achieve herd immunity by 2023 due to the country’s relatively slow vaccination pace, said UK-based think tank Pantheon Macroeconomics. As of June 21, vaccine czar Carlito Galvez Jr. said the Philippines has administered eight million doses of the COVID-19 vaccine – translating to 1.9% of the population now fully vaccinated. It’s a long way from the earlier projection of inoculating 70 million people by the end of the year. However, this week, the Philippines signed a supply agreement of 40 million doses of the Pfizer-BioNTech COVID-19 vaccine – its biggest vaccine procurement to date. The country has now secured the delivery of 113 million doses overall, and Pfizer deliveries are expected to begin in late September. Despite the slow progress, economic pundits are expecting the economy to be fully reopened and back to strength soon. Finance Secretary Carlos Dominguez III admits that the Philippines “may be behind” other neighboring economies. However, he said, “the country’s recovery will be stronger on the back of its sound economic fundamentals.” Private employers have collectively pledged to create one million jobs over the next six months – focusing on the outsourcing, electronics, construction, and tourism industries.

BPO workers now part of A4 Priority List under the Philippine Covid Vaccine Program
The country’s coronavirus task force on Friday approved the recommendation to include the business process outsourcing (BPO) sector in the A4 priority group for the government’s COVID-19 vaccine deployment plan, the trade department said. The Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) approved the endorsement of the Department of Trade and Industry, Trade Secretary Ramon Lopez said in a statement, noting its steady growth despite the economic pinch brought by the pandemic. Being on the priority list means BPO sector workers can avail of COVID-19 jabs ahead of the general population. The A4 category, which includes government and economic front liners, is the fourth on the list after health workers, the elderly, and people with comorbidities. Trade Secretary Ramon Lopez said the IATF “supported” the justification that the BPO is crucial to the economy with its contribution in export revenues reaching close to $30 billion a year, bigger than remittances of overseas Filipino workers. The Philippines is known for its BPO sector due to its young workforce and English-speaking population, among others. At least 1.3 million direct employment and 4 million indirect employment have been generated by the sector, the DTI said. “This is the only sector that didn’t lay off workers and even continued to hire during this pandemic. This is helping the economy in its recovery efforts, saving jobs, and contributing to dollar revenue generation. That, in turn, is helping solidify further the economic fundamentals of the country and stable credit rating for the country,” Lopez said. “We cannot afford to disrupt its very good momentum, especially in this time of the pandemic,” he added. During the pandemic, the BPO sector has offset office space demand left behind by offshore gaming who exited the country. The BPO sector remains as one of the key demand drivers in the country, Leechiu Property Consultants earlier said.
